A tri-county Continuum of Care

Currently there are 8 Continuums of Care in Oregon. Lincoln County is part of the Balance of State (BoS) otherwise known as the Rural Oregon Continuum of Care (ROCC) which consists of 26 Counties.

But what is a Continuum of Care? The Continuum of Care program is a federal program in place to make a community-wide commitment to end homelessness. Federal resources addressing homelessness go directly to CoC’s which then play a key role in coordinating funding and services across their service areas to advance the goal of ending homelessness in each region.

This is why efforts are being made for Linn, Benton and Lincoln County to leave the Rural Oregon Continuum of Care to create their own Tri-County CoC. Community Services Consortium, our regional Community Action Agency, is coordinating these efforts. It is anticipated that Linn, Benton and Lincoln County will make up their own Continuum of Care by summer of 2025 and be eligible for the 2026 Notice of Funding Opportunity (NOFO) put out by Housing & Urban Development (HUD)
